About HESEAP

Higher Education Skills Equivalency Accreditation Program

HESEAP is USILACS’ structured evaluation process for reviewing prior learning for possible academic credit. When a student’s verified learning matches USILACS course outcomes, Classroom Learning Credit may be awarded in accordance with institutional policy and required assessment.

The HESEAP application requires a non-refundable Committee Evaluation/Application Fee. See our
Tuition and Costs page for current pricing. For each course awarded CLC, tuition is waived for that course and the student pays the required final exam fee to verify mastery and satisfy institutional credit-verification requirements.

How It Works

1) Complete the application

2) Upload supporting evidence
  • Provide transcripts, course catalogs or syllabi, certificates, licenses, training records, and role documentation.
  • Complete submissions support faster decisions and clearer outcomes.
3) Academic review
  • The HESEAP Review Committee maps your evidence to official USILACS course learning outcomes.
  • All transfer credit is evaluated through the HESEAP application using institutional standards for equivalency, level, and academic rigor. Any credit awarded through HESEAP requires successful completion of the required institutional assessment for the course, including the comprehensive final examination, and applicable final exam fees.
4) CLC decision and final exams
  • When verified learning meets course outcomes, CLC may be awarded and tuition is waived for those courses.
  • Each CLC course requires a comprehensive, timed final examination under institutional integrity controls to validate mastery and satisfy credit-verification requirements.

Who Should Apply?

  • Applicants with prior college coursework or transfer credit.

  • Military, volunteer, or significant on-the-job experience aligned to course outcomes.
  • Self-directed learners with documented outcomes matching USILACS courses.

HESEAP is available for undergraduate programs. Graduate programs follow traditional evaluation standards.

What CLC Means and What It Changes

CLC stands for Classroom Learning Credits. CLC is awarded when current, verifiable knowledge and skills clearly meet or exceed the level and learning outcomes of a selected USILACS course. When CLC is granted for a course, it means:

No traditional coursework for that course. No chapters, multiple assignments, quizzes, or scheduled classes.
A comprehensive, timed final examination is required under institutional integrity controls to validate mastery and satisfy credit-verification requirements.
CLC students retain access to the same course content as non-CLC students and may review materials prior to the exam.

This approach preserves academic integrity while allowing qualified students to progress efficiently.
