About HESEAP

Higher Education Skills Equivalency Accreditation Program

HESEAP is USILACS’ system for converting prior learning into real college credit. Through a formal academic evaluation, qualified students may earn Classroom Learning Credits toward their undergraduate degree—finishing faster and saving significantly on tuition.

The HESEAP application includes a non-refundable Committee Evaluation/Application Fee of $149.99. For each course awarded CLC, tuition is fully waived. Students only pay a small final exam fee to verify mastery and meet graduation requirements.

  • The HESEAP Review Committee maps your evidence to official USILACS course learning outcomes.
  • Accredited transfer coursework is reviewed under the same academic standards.
4) CLC decision and final exams
  • When your verified learning meets or exceeds course outcomes, CLC is awarded and tuition is waived for those courses.
  • Each CLC course requires a comprehensive, open-book, timed final exam to validate mastery.

Important: HESEAP is a merit-based credit evaluation, not instruction. Students without sufficient prior learning—or who do not pass required final exams—will not receive CLC. Failed exams can be retaken.

What CLC Means and What It Changes

CLC stands for Classroom Learning Credits. CLC is awarded when current, verifiable knowledge and skills clearly meet or exceed the level and learning outcomes of a selected USILACS course. When CLC is granted for a course, it means:

No traditional coursework for that course. No chapters, multiple assignments, quizzes, or scheduled classes.
A comprehensive, open-book, timed final exam is required to validate mastery and meet graduation requirements. Failed exams can be retaken.
CLC students retain access to the same course content as non-CLC students and may review materials before the exam.
